Founded by several clans of xenophobic dejah humans in 948 B.F.A., the Haaran Empire is currently ruled by the House of Talah, and has been ruled by this House for nearly three centuries. The empire is bounded to the south by the dwarven realm of Garandor, the west by the Sea of Ithangar, the east by the Sea of Dragons and is roughly bounded by the shifting border of the Lands of Pal Hurr to the north.
The land of Haaran, like much of the land along the Sea of the Ithangar, is not blessed in an abundance of natural resources. There is a great amount of rainfall and the water is of good quality, but the frequent storms that blow in from the sea leave the various roads and structures in constant need of repair. Situated in the Yal Tyr Valley the center of the Haarnan Empire is dominated by tall limestone pinnacles and pillar like peaks. Other than the limestone pinnacles and pillars, the central valley of the empire is dominated by the Kuligan wetlands.
The Kuligan wetlands is mostly unexplored and underexploited that is an inhospitable area of scrubby woodland, ponds and bogs of various sizes and depths. Most of the area is an uneven patchwork of scrub oaks, twisted pines, and moss laden fir trees. Very few of the trees in the region reach 15 feet in height. Lowlaying shurbs cover most of the ground in between stands of trees and are predominately heather, and azalea shrubs. Most of the area is dominated by patches of thick, grey fog that drifts from the west to the east pushed by the breezes and winds from the Sea of Ithangar. The Kuligan is home to many variety of mammals and reptiles including several giant variety of these creatures. It is also home to a number of tribes of lizard-kin and other monstrous humanoids that call such areas home.
It is rumored that in the center of these vast wetland lies the doomed castle of Carney Loch, an ancient structure built thousands of years ago by a Rentharian wizard. It is said that it is now the home to a winged fire dragon known as Jalziorthourix, a particularly cruel and hate-filled dragon that has several lizard-kin tribes under its control either through magic or fear.
Haaran is ruled by a single Duke in the free city of Ternuth located approximately 100 miles south of the Kuligan, along the border of Garandor. The duke oversees several other minor dukes and duchesses that each have control over a portion of Haaran. Currently there are 12 provinces that make up Haaran:
