The Julnar Plains, the lower portion of the Jordea Shaar, is a vast grassland that lies north of the Haarn Empire, west of the Blue Mountains, south of the Jordea Shaar and sits along the coast of the Isles of Dunthane. It is inhabited by junde, who call themselves the Pal Hurr, they are by and far a horse people, of whom a great majority hold onto tradition by roaming the plains in atthans (old common for army). Despite the fact that there are many atthans, Pal Hurr is not without its herdsman and farmers, that have established small villages as well as the city of Rakeem.

Pal Hurr is a land of pastures and lush tall grassland that are windswept from the winds of the sea as well as the northern winds from Jordea. Pal Hurr is recognized as the "Sea of Grass", as the magnificent steppe appears to flow as the winds pass through the tall grasses and bushes.

It has warm summers and brisk winters, being near the center of Kralis the winds tend to flow from just about any direction, predomiantly from the Sea of Ithangar and the Blue Mountains. Cold harsh winds from the north cause the Pal Hurr people to gather their atthans into many massive camps known as the Rhatash.

The capital of Pal Hurr is the fortified city of Rakeem, which is located on the delta between the rivers Tulmar and Tahlma. Here the great Hall of Whitethrone, the royal hall of the King of Pal Hurr, is located. Rakeem is old common for "surrounding", and was built as the two greatest villages of Pal Mak and Lagh Pal merged into one massive city. While each of the two villages were founded hundreds of years earlier, the merging of the two village was accomplished by Pal Hurr's first king Vegrah, son of Jalur the Elder. Rakeem is protected by a high wall of timber and thick stone, and is pierced by a single heavy gate on its north side. There is another smaller gate on the southern wall where large platforms are built into the delta to allow small sailing ships and barges to make port to allow for trading with the greater world.

Rakeem is Pal Hurr's only real, permanent city. There are a number of small trading villages situated through out the great plains, for the greater part of the year these small way-moot stations are populated by only by number families that farm the land around the year, as well as breed the various types of horses that are important to the Pal Hur people. Each of these way-moots have a typical 10-15 buildings, most of which are locked up for the better part of the year. Taverns, inns, trading posts and temples along with the families farms and homes tend to be the majority of these buildings.

The Pal Hurr junde people are by nature horse people, they are often referred to as Horse Lords to those outside of the Pal Hurr realm. They are nomadic in nature, but build permanent settlements where each of the various atthans settle for a number of weeks through out the year. Most of these permanent locations are way-moots (see above). This rider culture has allowed the Pal Hurrian people to stand against invasion by orcs, ogres, and other monstrous hordes.

Each of the atthans of Pal Hurr is ruled by a single "duke" or chalak, each of whom is ruled by the king of Pal Hurr who sits in the city of Rakeem in the Hall of Whitethrone. Every ten years the chalak elect a new king, allowing the old king to return to the plains and his atthan.

The people of Pal Hurr are tall, fair and most of have brilliant blue eyes and either dark brown hair or blonde hair which they wear in long braids. All Pal Hurrian males wear thick beards. In general terms Pal Hurrian people are proud, stern, fierce and grave, yet they are generous and kind-hearted, generous in their thoughts and deeds, bold but not foolish. They put very little into writing of any kind, rather passing stories and songs down from generation to generation.
